The Kiester City Council held a regular meeting on Monday, July 13, 2026, at the Kiester Community Center.
Mayor Hope Bauman called the meeting to order at 7:00 pm. Council Members present: Marcia Dahleen, Paul Martin, Jason Kluender Absent was Brandon Hagenson City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members of the public were: Jerry Alphs, Michele Alphs, Karen Busch, From Bolton & Menk Dustin Meyer
Mayor Bauman called the meeting to order at 7:00 pm
Bolton & Menk Update: All the underground work is done; they are grading roads to get ready for pavement. The tentative plan is to pave this weekend if not it would be next weekend. They are also working on getting black dirt put in the yards to get ready for seeding. They are working on the ponds. With the digging they was done on county road 2 they have reached out April at the county to see what they have planned for the road, as they feel that with all the patches
Agenda: Motion to accept the agenda by Hope Bauman, seconded by Jason Kluender. Vote 4-0; motion carried.
Council minutes: Motion to accept June 8, 2026, and July 6, 2026, special meeting minutes by Hope Bauman, seconded by Marcia Dahleen. Vote 4-0. Motion carried.
Claims: Motion by Marcia Dahleen, seconded by Paul Martin approving claims totaling $2,224,697.39. Vote 4-0; motion carried.
Financials: Motion by Marcia Dahleen, seconded by Jason Kluender, approving the financials as presented. Vote 4-0; motion carried.
Past Due Water Billing: Motion to shut off on 7-26-2026 by Jason Kluender seconded by Paul Martin, Vote 4-0. Motion carried.
Building Permits: Permits were presented for J Hanson, C Speldrich, motion to approve made by Marcia Dahleen, seconded by Paul Martin, Vote 4-0. Motion carried.
Ambulance: No report
Fire Department: Jerry and Michele were there to show the council the new fire truck.
Library: no report
Eda: they did not meet last month due to lack of quorum they are waiting on a computer so they can program the city sign, Michelle Gurung will be the point of contact for the sign. Paul Martin will be the backup.
Public Comment: Karen Busch was here representing Our Town USA, to inform the council that on July 27, they will be hosting a picnic in the park starting at 5:30.
The mayor had a complaint from one of the residents that the neighbors were burning garbage in the back yard. She had informed them that if you see or smell garbage burning to call the sheriff’s department.
Maintenance: I will be doing the last discharge this week. When that is finished, they will be starting to work with the upgrades to the ponds. The 2nd quarter of drinking water samples will be sent off. The county wide clean up day had good participation. I mowed 4 yards and turned the information over to Doris for billing. The recycling center has been going very well with no abuse from the residents. I will be gone this week for water/ sewer training for 2 days.
Clerk Update: the clerk read resolution 2026-16 to cash in cd 661 for the fire truck that was missing on the listing form last month. Motion to cash in by Jason Kluender seconded by Paul Martin, Vote 4-0, Motion carried. The clerk informed the council that the filing dates for this year’s elections are from July 14 to July 29, 2026, at 5 pm. The clerk did the first reading of 2026-18 amending public works rates and charges, 2026-19 water regulations.
Mayor Update: Hope is working with Jean Hagenson, the Fire department for National Night that will be 8-4-26 at 5:30 in the park. The library will have a craft for anyone who wants it. Michle Alphs is working on the posters.
Adjournment: Jason Kluender moved to adjourn, and Brandon Hagenson seconded his motion. Vote 5-0; motion carried.
