KIESTER CITY COUNCIL REGULAR MEETING MINUTES
Monday, February 9, 2026

The Kiester City Council held a regular meeting on Monday, February 9, 2026, at the Kiester Community Center.

Mayor Hope Bauman called the meeting to order at 7:00 pm. Council Members Present: Marcia Dahleen, Jason Kluender. Brandon Hagenson and Paul Martin were absent. City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members from the public: Kristy Flaskerud, Corey Boyer

Agenda: Motion to accept the agenda, by Jason Kleunder, seconded by Hope Bauman, Vote 3-0, motion carried.

Council minutes: Motion to accept January 12, 2026, minutes with corrections, by Hope Bauman, seconded by Marcia Dahleen, vote 5-0. Motion carried.

Claims: Motion by Jason Kluender, seconded by Marcia Dahleen approving claims totaling $695,245.27. Vote 3-0, motion carried.

Financials: Motion by Jason Kleunder, seconded by Marcia Dahleen, approving the financials as presented. Vote 3-0; motion carried

Past Due Water Billing: Motion to shut off on 2-26-2026 if not paid by Jason Kleunder, seconded by Hope Bauman Vote 3-0, motion carried.

4M Investments: Cory Boyer was here to explain how the 4 m has their investment plans set up for Municipalities. The council thanked Cory for the presentation and will look more into and have more discussion next month.

Ambulance: The squad is working on getting a 5013c for fundraising purposes. There is also an Policy that the ambulance would like to put into play for Recruitment & Retention starting April 1, 2026. This was tabled until next month when all the council members should be present.

Fire Department: no one was present however Doris did say that they were busy the whole time and had no idea how many people were served.

Library: January numbers were 75 adults and 8 children. The adult reading program is going on until March. The December winner was Sabrina Jensen. We are still working on the author event in May. Other events we are working on are Easter, Mother’s Day, and the summer reading program.

Eda: no one was present.

Public Comment: none

Maintenance: the 1st quarter water samples will be sent off. The snow plowing has been smooth this winter Gary had some concerns due to the roads. Gary will be unavailable next week due to minor surgery. Jason will be doing the water readings for him.

Clerk Update: There will be a county wide special election held in April that the city will have to host.
There are two lawyers agreements in the packets for review I would like to table as to have all council input. Before a decision is made.
Also regarding transparency issues, it needs to be noted that our bank of choice Global innovations has the Mayor Hope Bauman working there. The clerk will not have her handle any of the city’s transactions for possible conflict of interest.

Resolutions number 2026-06 UDSA loan resolution for the Waer tower Motion by Hope Bauman seconded by Marcia, Dahleen. Vote 3-0, motion carried.
Resolution number 2026-07 Designating the Polling Place for the City of Kiester. Motion by Json Kleunder seconded by Marcia Dahleen. Vote 3-0, motion carried.
Resolution number 2026-08 Appoint of election Judges for any Special, Primary and General elections. Motion Jason Kleunder, seconded by Hope Bauman., vote 3-0, motion carried. Resolution number 2026-09 Authorizing automated clearing house payments. Motin by Hope Bauman, seconded by Jason Kleunder. Vote 3-0, motion carried.
Next Monday the auditors will be her for their field work.

Mayor Update: she had nothing.

Adjournment: Jason Kleunder moved to adjourn, and Marcia Dahleen seconded his motion. Vote 3-0; motion carried.
