KIESTER CITY COUNCIL REGULAR MEETING MINUTES

Kiester City council held a regular meeting on Monday, June 9, 2025, at the Kiester Community Center.

Mayor (acting) Brandon Hagenson called the meeting to order at 7:00 pm. Council Members Present: Larry Dahleen, Jason Kluender, Kurt Grobe came after the active living group request. Hope Bauman was absent. City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members from the public: Marcia Dahleen, Jason Zinter, Audrey Henkel, Julie Elvebak, Sylvia Halverson, Andrew Biddle.

Agenda: Motion to accept agenda By Jason Kluender, seconded by Larry Dahleen, vote 3-0. Motion carried.

Council minutes: Motion to accept Regular meeting minutes on May 12, 2025, and the Special meeting minutes, on May 29, 2025 by Jason Kluender seconded by Brandon Hagenson, vote 3-0, motion carried.

Claims: Motion by Larry Dahleen seconded by Jason Kluender approving claims totaling $159,289.41 vote 3-0, motion carried.

Financials: Motion by Larry Dahleen seconded by Jaason Kluender approving financials as presented, Vote 3-0, motion carried. Lary would like the clerk to see how we can move $17,000.00 from the EDA professional account to the General fund professional account. To help offset the cost of the audit.

Past Due Water Billing: Motion to shut off on 6-26-25 if not paid by Jason Kluender, seconded by Brandon Hagenson Vote 3-0, motion carried.

Building Permits: Building permits were presented for F Moga, motion to approve by Brandon Hagenson, seconded by Larry Dahleen. Vote 3-0,

Bolton & Menk Updates: they are sub cutting on 2nd street and if the weather holds, they will lay curb and gutter. Ulland is still working with the railroad to get all the permits and railroad personnel in place to start work. 7 & 8th street, have had a rough grating to start on the yards, they till need to cut down piping and level everything off before they can come in a seed the grass back in. They are also working on spot repairs
The yards are going to be seeded in not sodded.

Active Living Group: Sylvia was present to request the use of the city parking lot for the Farmers Market starting on 6-10, Motion by Brandon to approve of the use of the parking lot, seconded by Larry Dahleen, vote 3-0, motion carried.

Audry Henkel/ Julie Elvebak: They were there to ask the city if they could place a memorial bench in the park for their parents, Rodney and Barb Halverson, Motion to have the ladies work with Gary as to what kind and where to place it by Jason Kluender, seconded by Kurt Grobe vote 4-., motion carried.

Ambulance: none

Fire: Brandon has talked to the fire department about the budget for 2026. They have no new updates on the fire truck.

Library: April numbers were 124 adults and 14 juniors. The library has teamed up with the 4-H group to have a kid’s program this summer. Wea re hoping that there will be enough for them to hold the program. Dawm will read to the kids again this summer. Kristi will work with a small canvas painting project for the kids outside on Thursday nights for anyone interested. They are also considering a scavenger hunt for the kids. And a punch card program for the summer reading for the kids. The event with Ann Peterson, who is the Former Museum Manager at Minnesota State Public School in Owatonna. It was a success with 45 participants.

Eda: Brandon informed the council that the Kiester Fire relief was donating $1000.00 toward the Pickle Ball Courts.

Kiester Days No one was present, however the clerk asked if the council was going to let the Kiester Legion close the street off on 6-28 for their street dance (at this point no one has heard if they were even doing one)
Motion to let them close the street if need be. By Kurt Grobe seconded by Larry Dahleen, vote 4-0. Motion carried.

Public Comment: None

Maintenance: Andy Biddle was present to explain the water issues that are still out on the Olson/Hummer property. Andy said he could reroute the city portion so that it does not go through the field. Motion to let Andy try to fix the issue. By Jason Kluender seconded by Larry Dahleen, vote 4-0. Motion carried.

Gary had quotes from Andy Biddle to repair the sidewalk and have quotes from Ulland for the paving of the area by Berma’s as well as by Iversons. The council would like to see if this can get done before Kiester Days.
Doing the last discharge at the ponds.
Gary has received a quote to fix the slide at the park. From M & E plastic repair for $1440.00. Motion by Larry Dahleen seconded by Brandon Hagenson to repair the slide. Vote 4-0. Motion carried.
Gary asked to have the recycling center closed on the Saturday of Kiester days.

Clerk Update: The clerk and Hope are working on a newsletter to mail to all residents.
There are two Fire contracts for approval, one from Mansfield, and one from Eden township. Motion to accept the contracts by Brandon Hagenson seconded by Jason Kluender, Vote 4-0, Motion carried.
The clerk presented Resolution 2025-15 Vacating a portion of Roberts Street Motion to accept by Brandon Hagenson seconded by Jason Kluender, vote 4-0. Motion carried

The clerk informed the council that she had received notice from our lawyer and verified from Sheriff’s department of a dog bite Motion to have the sheriff’s department serve the dangerous dog paperwork By Brandon Hagenson seconded by Jason Kluender. Vote 4-0. Motion carried.

The clerk informed the council that they had won the case as to the hole in the yard of 210 s 1st St. Gary was told to go in and fill it in.

The clerk presented Resolution 2025-15 for vacating a portion of Roberts Street by the Liquor Store.. Motion to make the vacation by Kurt Grobe seconded by Jason Kluender, vote 4-0. Motion carried.

The clerk presented Resolution 2025-16 for the conveyance of real property owned by the city (the Liquor store building). Motion to accept by Kurt Grobe seconded by Jason Kluender, vote 4-0. Motion carried.

The clerk read ordinance 2025-14 an Electric Franchise Ordinance, the seconded reading will be on 7-14-2025.

Larry asked the clerk whether the liquor store’s sale money was being held in escrow. She told him yes. And when the checks come in, she will post to the misc. account, for the auditors to make all the adjustments that need to be made during the audit.

Gary reported five unmowed lawns and asked for permission to mow them. The council told Gary to do so.
