The Kiester City council held a special meeting on Monday March 24, 2025, at the Kiester Community Center.
Mayor Hope Bauman called the meeting to order at 7 pm Council Members Present: Larry Dahleen, Kurt Grobe, Brandon Hagenson, Jason Kluender City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members of the public: Vicki Savick, Carol Rinehart, Tina Thrond, Diana Adams, Chastin Allen, Heather Goldman, Jeanette Parriott, Karen Busch, Marcia Dahleen, Traci thompson Jacob Peterson. Tray Theyes Greg Burkhardt .
Audit Report: Greg Burkhardt gave the council the audit report for 2024, with the USDA grant there has to be more journal entries, and we as auditors have more items to look at to make sure that you are compliant. Tow issues that came up, one was a conflict-of-interest provision and one was an expedite that lacked a public purpose and both of these were discussed with the Mayor and Doris. There were 72 proposed journal entries that needed to be made, not to errors that were made but to bring the cash to full accrual. accounting. The enterprise funds have a good profit with the exception of the liquor store. The city will need to look at raising water sewer rates in order to cover the expenses that will be needed at the end of the project.
Public Hearing: Hope opened the meeting for public comment on the sale of the liquor store.

The clerk did the second reading of the ordinance 2025-07, Motion to pass the ordinance was made by Brandon Hagenson seconded by Jason Kluender, vote 5-0, motion carried.
There is a resolution 2025-08 to declare the liquor store building at 202 north 1st street with its contents and alcohol. Motion to accept resolution by Hope Bauman seconded by Kurt Grobe, vote 5-0, motion carried.
The council read and considered the offer in the packets and until we have clarification from the attorney we will not disclose who it is. Other than it is a private party that wants to continue to run as a liquor store.
Motion by Brandon Hagenson seconded by Hope Bauman to accept the offer and disclose the buyer after the purchase agreement has been signed. Vote, 5-0, motion carried.
Motion to adjourn the special meeting by Hope Bauman seconded by Kurt Grobe, vote, 5-0, motion carried.
