KIESTER CITY COUNCIL REGULAR MEETING MINUTES
Monday, July 8, 2024

The Kiester City council held a regular meeting on Monday, July 8, 2024, at the Kiester Community Center.
Mayor Hope Bauman called the meeting to order at 7:00 pm. Council Members Present: Larry Dahleen, Kurt Grobe, Brandon Hagenson, Jason Kluender. City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members of the public: Marsha Dahleen Dawn Flaskerud, and Carol Rinehart
Agenda: Motion to accept agenda by Jason Kluender seconded Brandon Hagenson by vote 5-0 motion carried.
Council minutes: motion to approve 6-10-2024 meeting minutes by Brandon Hagenson, seconded by Kurt Grobe, vote 5-0. Motion carried.
Claims: Motion to approve claims totaling $105,855.61 by Larry Dahleen seconded by Hope Bauman vote 5-0, motion carried.
Financials: Motion to approve financials by Larry Dahleen, seconded by Brandon Hagenson. Vote 5-0, motion carried.
Past Due Water Billing: Motion to shut off on 7-26-2024if not paid, by Jason Kluender, seconded by Kurt Grobe, vote 5-0, motion carried.
Building Permits: Presented permits for C Fure, R Wacek, L Dahleen, Kee Valley Apartments. Motion by Brandon Hagenson seconded by Jason Kluender to approve. Vote 5-0, Motion carried.
Ambulance: The ambulance crew would like to remodel the garage to add living quarters with a shower so that we may have nonresidents come to help the ambulance cover shifts. The ambulance will move the door to the laundry room to make room for a shower stall. The ambulance had gotten 2 quotes for the remodel and the lowest one was from brownies for the installation of the shower and moving some of the water lines. Motion to let the ambulance due the remodel by Kurt Grobe Seconded by Brandon Hagenson, Vote 5-0, motion carried.
Fire Department: working on getting quotes for next year’s budget.
Library: June numbers were 89 adults 32 kids. The summer reading program started June 4th and the book being read by Dawn is Socks. There has been rock painting when the weather has cooperated. We are doing the children’s punch cards again. When they fill in the card, they get a small prize and there will be a drawing at the end for a larger prize. We will be having Author Sheri Hanson on July 18.
Liquor Store: Carol reported that Brenda Visnovec came down from the MMBA to take a look at the liquor store and to ask question as to help with turning it around to make a profit. They are just in the gathering information to present to the city that might help the liquor store. The council decided to have a work session with Brenda and Paul Kasprzak go over their findings. They will schedule it for Monday July, 22, 2024 at 7 pm at the Fire Hall. Carol said Michelle Alphs could be taken off the payroll. She was informed to get a letter of resignation from Michelle, Carol also asked to hire Charlene Marley. Carol feels that there is a need for one more staff as the ones we currently have had life changes that have limited their availability. Motion to hire Charlene by Brandon Hagenson Seconded by Kurt Grobe, Vote 5-0. Motion carried.
The promotions that will be working for the upcoming months are still helping New chances Humane Society, as well as be involved Coors. They will be raising funds for the Kiester Fire Department to help with the purchase of a pumper truck.
Eda: The clerk had resolution 2024-11 to finalize the sale of the Creamery lot to the Korns, as they have satisfied the agreement that the Kiester EDA had placed on. Motion to accept the resolution by Brandon Hagenson seconded by Jason Kluender, vote 5-0. Motin carried.
Public Comment: There was question as to the commercial water bills and how much different they will be after the infrastructure project is done. At this point we don’t have any hard numbers other than the fact. We do know that the billing will have multiple parts. With one being a usage fee based off the water meters. As well as fees for the maintenance. There was also the questions of will there be accesses to the business during the construction. They were told yes there would be.
Maintenance: Gary and Jason will be going to water and sewer classes, on July 17 & 18th. I am continuing to discharge the ponds with all the rain that had happened. Kim Stevermer is to be starting the Community Center Upgrades in the next two weeks. The Minnesota Dot was contacted as to the grown in the culverts by the Old Food & Fuel Building. Waiting on the locates to done to put up the gates at the old football field. The fencing for the Horseshoes will be ordered.
Clerk Update:
Copier: the copier lease us up and there are bids in the packet for the council to look at. It was decided that the clerk will go ahead and make the decision on the new lease.
Bond monies: The bank in town is unable to pledge enough collateral the cover the bond amount. Therefore we need to move the monies to somewhere they can cover it. The 4M account was designed to due this and is also recommended by the League of MN Cities. There for I have a resolution to authorize membership in the $4M fund. Motion to join the 4M fund by Hope Bauman and seconded by Larry Dahleen, vote 5-0. Motion carried.
Nuisance property: There is also a court order for approval to the Nuisance conditions at the address of 513 W North St. Motion to approve the order by Hope Bauman Seconded by Jason Kluender vote, 5-0. Motion carried.
There is A letter from Chris Olson’s lawyer is also in your packets. Hope had a conversation with Jason Zinter of Bolton & Menk and he was going to send a email to hope that she will pass on to all. Doris will send a copy of the letter on to David Frundt as well.
Mayor Update: David Doris and I went over the nuisance ordinance and made changes to it. David will get us a copy to reread and publish and read and approve. He also felt that the zoning ordinances need to be relooked at. I is felt that the EDA should be involved with the city council to go over them.
Motion to adjourn made by Jason Kluender and seconded by Kurt Grobe. Vote 5-0, motion carried.
