KIESTER CITY COUNCIL MEETING MINUTES
Monday, October 6, 2023

The Kiester City council held a regular meeting on Monday, October 6, 2023, at the Kiester Community Center.

Mayor Hope Bauman called the meeting to order at 7:00 pm. Council Members Present: Larry Dahleen, Brandon Hagenson. Jason Kluender, Kurt Grobe, City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members from the public were Marcia Dahleen, Tina Thrond, Diana Adams, Nicole Rosberg, Michele Alphs, Jerry Alphs, Karen Busch, Carol Rinehart, Jacob Peterson, Tyler Schroader, Ashley Schroader, Chris Albers.

Agenda: motion to accept the agenda with the omissions of Building Permits, and Animal Control by Brandon Hagenson, seconded by Jason Kluender, vote 5-0. Motion carried.

Council minutes: Motion to accept the September 25, 2023, minutes by Hope Bauman, seconded by Larry Dahleen. Vote 5-0, motion carried.

Claims: Motion by Larry Dahleen seconded by Kurt Grobe approving claims totaling $10292.70 Vote of 5-0 motion carried.

Financials. Motion by Larry Dahleen, seconded by Brandon Hagenson, approving financials as presented. Vote 5-0, motion carried.

Past Due Water Billing: Motion to shut off on a 10-25-2023 if not paid, by Brandon Hagenson, seconded by Jason Kluender Vote 5-0, motion carried.

Sheriff’s Department Chris Albers and Jacob Peterson were here to talk about trunk or treat for this Halloween. They council decided that this is something that the Fire and Ambulance department Should take part in The city will also ask the city business if they would like to take part in the time they set was from 5pm to 6pm on Tuesday October 31, 2023, on main street. They also had a discussion as to the National Night out and if that is something the city wanted to take part in. Jean Hagenson and Hope Bauman are working on the details for this for next year.

Ambulance: none

Fire Department: They are requesting $100.00 per member for their retirement. The question was asked why it was not brought to the city before the preliminary budget was set ? Brandon suggested we do $50.00 for next year. And revisit it August/September 2024. Motion by Hope Bauman to give them $50.00 per member seconded by Kurt Grobe, vote 4-1, with Dahleen voting no.

Library: none

Liquor Store: The firefighter fundraiser for September is done. We raised $1255.00 to be split Between 3 area services, Kiester, will receive $300 Walters will receive $305.00, Bricelyn will receive $650.00. Coors will also donate to the State Fire Relief fund. We are starting the next fundraiser, which is a food drive. The liquor store will set up an area for residents to drop off food items, which we will then give to the food shelf here in Kiester. You can also make a cash donation. This will run thru Dec 2, 2023.

Public Comment: the door at city hall sometimes slams shut. Is there something that can be done? Gary says the closer is broken and needs to replace it.

Maintenance Report:We will be sweeping the leaves up when we get some rain. We will flush hydrants in a few weeks. Empire pipe will come to do the catch basins later this month as well.

Clerk Update: The clerk reread ordinance 2023-09 motion to accept motion as read by Brandon Hagenson, seconded by Hope Bauman, vote 5-0, motion carried.

Mayor Update: we have printed Flyers up for the cleanup day. We have changed the locations to the old Simonson shop that Lee Schuman now owns, because we are able to lock the gate. The times are going to be 10-27-2023 from 4 -6pm and 10-28-2023 from 8 am to noon.

Hope then closed the meeting for an employee issue. At 8:05 pm.
There was a motion to adjourn the closed-door meeting at 8:57 by Kurt Grobe, seconded by Jason Kluender, vote 5-0, motion carried.

Hope then reopened the main meeting and called for an adjournment.
