The Kiester City council held a regular meeting on Monday, February 27, 2023, at the Kiester Community Center.

Acting Mayor Hope Bauman called the meeting to order at 7:00 pm. Council Members Present: Jason Kluender, Brandon Hagenson, Larry Dahleen Absent Mayor Doug Trytten City Staff: City Clerk: Doris Troll Maintenance Gary Skartland Public: Rich Goggin, Judy Goggin, Marcia Dahleen, Vickie Savick, Karen Busch
Agenda: Motion to accept agenda. Jason Kluender, seconded by Hope Bauman, 4-0 motion carried.

Approval of last meeting minutes: tabled until the next meeting.

Claims: Motion by Larry Dahleen, seconded by Jason Kluender, approving claims totaling $15,589.15 Vote of 4-0 motion carried.

Liquor Store: none
Public Comment: none

EDA: they wanted to know if we had placed the ad. The clerk needed more details. Those details were given to her and an ad will be placed.

House at 206 Wigern Drive: Jon Batchelor contacted Hope and The City regarding the property his parents own. That someone was interested in purchasing it a few years ago. When this came up, our lawyer advised us to stay out of it, as there were other issues that would have to be taken care of first. Doris contacted the party who was has interest in it and told them to talk to Batchelor’s themselves. That was the end of it from the city standpoint. Now they are asking if we knew who it was. We do not have any information of who it was as Doris made the call and did not feel any notes needed to be kept as the city was to stay out of it. Doris will relay this information to the Batchelor family.

Maintenance report: Billeye Rabbe called about the city wide clean up day. She has open Saturday June 24 from 9 to noon or she has some evenings at a one hour time block. The only issue it that this is Kiester Days weekend. The council asked Gary to talk to Lonnie at Farmers Coop to see if they could use the old John Deere Site and then have it on Saturday morning, as we get a good turnout.

Clerk Update: Per the auditors request. They would like a resolution to make an inter-fund loan from the main checking reserve account fund for $ 500,000.00 to the utility project fund. Motion by Brandon Hagenson seconded by Larry Dahleen vote 4-0, motion carried.

The audit was last Monday, and this is a list of the items that they have found so far. The EDA bylaws, we need to get them set. The leases with the Quilter Cottage and the South Central News are not up today and have expired. The fire department the agreements between the city and townships need to be tightened up.
The infrastructure project: Travis Winter had sent over a Joint powers agreement for the cost sharing on the work to be done Front Street. Larry had talked to Travis Winter to let him know we were not happy with this. Doris stated it came in at 5 minutes to 3 when she was just sending packets out and didn’t even look at it before sending. She wanted it in the packets for tonight. After reviewing and discussion, this contract was just drawn up by the county and sent over. The council has decided to not pay any attention to this one as the facts and the number are not correct.
