KIESTER CITY COUNCIL REGULAR MEETING MINUTES

The Kiester City council held a regular meeting on Monday, September 26, 2022, at the Kiester Community Center.

Mayor Rich Goggin called the meeting to order to order at 7:00 pm. Council Members Present: , Hope Bauman. Jason Kluender, Brandon Hagenson, Larry Dahleen was absent City Staff: City Clerk: Doris Troll; Maintenance Gary Skartland Members from the Public: Judy Goggin, Al Bauman,

Agenda: Motion to accept agenda, by Hope Bauman seconded by Jason Kluender, vote 4-0 motion carried.

Claims: Motion by Brandon Hagenson, seconded by Hope Bauman approving claims totaling 29,553.243 Vote of 4-0 motion carried.

EDA: The old city garage needs to have the electrical updated from fuses to a breaker box, and we are getting quotes to see the cost. When Rich was in the garage with Harry, he felt it would still cost the city a lot of money to heat the building. Rich had gone and drew up the costs for putting 2X6 and for framing and insulation. The number he came up with was $2417.23. The EDA cannot vote on this as 2 of its members are on the Historical society and two are currently out of town. Motion to redo the by Brandon Hagenson, seconded by Hope Bauman, vote 4-0, motion carried.
Brandon also reminded the council that they still have not done anything with the community center side of the Building and would like to have that building upgraded in the next budget.

Th council then determined that the front door at the Community Center should be replaced. Gary was told to get a new door ordered and installed.

There was a discussion on the heating and air conditioner and the city hall building.

Public Comment: None

Sign: The clerk reported that the sign is right at the edge of the right of way. I asked it to see if we could get some other ideas for a sign. Hope was going to look for the council.

Budget: We need to set the PRELIMANRY budget tonight. There was a motion to set it at 10% over the last years by Hope Bauman, seconded by Jason Kluender. Vote 4-0, motion carried. The city will continue to work on getting the budget numbers down.

Maintenance Report: Starting in October, the ponds will be discharged, and the fire hydrants will be flushed.
We filled an application out to help cap our 3rd well that we don’t use. Do some pot hole work done and get ready for the winter. The Deli cooler is up and running at the Market. There was a discussion about the mosquito spraying last summer. Gary was going to call Mosquito Control to have them come and talk to us about the service.
