KIESTER CITY COUNCIL REGULAR MEETING MINUTES

The Kiester City council held a regular meeting on Monday, November 28, 2022, at the Kiester Community Center.
Mayor Rich Goggin called the meeting to order to order at 7:00 pm. Council Members Present: , Hope Bauman. Jason Kluender, Brandon Hagenson, Larry Dahleen City Staff: City Clerk: Doris Troll Maintenance Gary Skartland Public: Marcia Dahleen , Karen Busch, Jeanette Parriott, Al Bauman
Agenda: Motion to accept agenda with the removal of Ambulance PERA , by Brandon Hagenson seconded by Jason Kluender ,vote 5-0 motion carried.
Claims: Motion by Hope Bauman, seconded by Larry Dahleen approving claims totaling $18,203.08 Vote of 5-0 motion carried.
DECEMBER 26, 2022 MEETING: the council has chosen to Move the 26th meeting which is a official holiday. They will move the meeting to Tuesday December 27, 2022 at 7 pm at the Community center/ Fire Hall
EDA: the Eda would like to change the number of members that the are on the board form 5 to 7, this will involve a resolution of the by laws. The clerk will draw up the resolution and post for 2 public hearings during the December meetings. Al also presented a proposal for the lease between the Historical Society and the City.
Rich has sent a copy of the proposed lease for the Historical Society. The lease would start when they have artifact on display, and the insurance on the items, will be up to the Historical Society to have covered the city will not cover them. The clerk will have the lawyer draw up the lease.
Public Comment: None
Budget: Gary had a quote from Yeager for a broom and a grapple hook The council would also like to see one from Kibble. The conversation of the furnace an electrical in the City hall garage was discussed Ron’s was going to redo the quote for the electrical and it was not in time for tonight meeting. Heath can start doing the wiring when the walls are up. The Broom will need to put into years budget. Motion by Brandon Hagenson seconded by hope Bauman to give pay increases The liquor store staff and Kristi will need to go to $ 10.59, to meet new minimum wage Gary and Doris will receive a 4% raise. Vote 5-0, Motion carried.
Maintenance report: Trying to get snow fence up. Water leak at Burma’s this has been replaced before, the service line has issues with the copper line that appears to be have done by possible an electrical issue. Gary was asked to have an electrical company to look into the grounding in the building, and also to have the city main streetlights also be looked at. The status is unknown as to when the pickup will be ready at Crysteel.
LIQUOR LICENSES: Berma’s and the Kiester Legion have requested licenses for Monday to Saturday and Sunday license. Berma’s had also requested a 2 am license. Motion by Brandon Hagenson and seconded by Rich Goggin, Vote 5-0, motion carried.
Mayor Update: We have received the Deed grant for $ 600,000.00 this money is only to be used for the water/ sewer project.
