The Kiester City council held a regular meeting on Monday, February 14, 2022, at the Kiester Community Center.
Mayor Rich Goggin called the meeting to order at 8:00 pm. Council Members Present: Jason Kluender, Brandon Hagenson; Larry Dahleen, Hope Bauman. City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members from the public: Tina Thrond, Vickie Savick, Judy Goggin, Marcia Dahleen, Jason Gavick, Judy Meyer, Jeanette Parriott, Curtis Almberg, Karen Busch, Al Bauman,
Agenda: Motion to accept agenda, by Hope Bauman, seconded by Rich Goggin, vote 5-0 motion carried.
Council minutes: Motion to accept the January 10, 2022, minutes with corrections by Hope Bauman seconded by Larry Dahleen, vote 5-0 motion carried.
Claims: Motion by Brandon Hagenson seconded by Hope Bauman approving claims totaling $ 81,538.35 Vote of 5-0 motion carried.
Financials: Motion by Larry Dahlen, seconded by Hope Bauman, approving financials as presented. Vote 5-0, motion carried.
Past Due Water Billing: Motion to shut off on 2-21-2022 if not paid by Brandon Hagenson, Seconded by Rich Goggin Vote 5-0, motion carried
Ambulance: No report.
Fire Department: They will purchase more rugs for the front doors. The Fish fry was a success. Thank you to all who came and ate.
Library: none
Liquor Store Carol is gone this week, everything is going well.
Public Comment: None
Community Center Rent: With the community center has been redone, the council feels the rental rates should increase along with different rules for renting it out. They are thinking $100.00 rental with a $50.00 refundable deposit. If there is any damage up and beyond the $50.00 amount, the renter will have to pay for it.. With the following items being added. No tape, pushpins, or tacky tape used on the walls. They also discussed lock boxes for the thermostats, so they do not turn the heat up high all the time. Especially when no tin use. The clerk will retype the agreement that was presented. If any of the council members want any other info in the agreement, they are to contact the clerk.
Big Freezer at the Retail Center: Gary had turned off the Large freezer in the back and has gotten the original one up and running and the market has moved their items into it. We had an electrician come to give us a quote for placing the big freezer in the back on its own meter. It was discovered that it was not on the same meter as the Market, that it was in fact on the retail center meter. The electrician wasn’t sure if they could put on its own meter and that he would have to make some calls. The cost to put it on its own meter would be far higher than the revenue that it could make.
The Eda will do more investigating more in to what and how to charge for the use of the freezer.
Maintenance Report nothing to report other than that. Please everyone, be careful as of the ice on the streets and on your own property, he city does what we can to help with the ice.
I asked it about the little kids that have been walking on County road 2. Are their sidewalks for them to walk on? There are and they are waling on them as there is no snow and ice. We wait until the snow stops, then go out and plow.
The City of Walters has contacted us to see if they could use a plow until Thiers is fixed. As of today they have used it 3 hours. The council was fine with this.
Clerk Update: Auditors will be here on the 21st for the field work. There is an ordinance for the council to pay in the packets. They tabled this until next month.

Motion by Jason Kluender seconded by Brandon Hagenson. Vote 5-0, motion carried with Brandon Hagenson abstaining.
